Ministry of Health and Family Welfare’s Initiative to Curb Tobacco Use
In a significant move to promote public health and curb tobacco consumption, the Government of India has introduced new amendments to the “Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply, and Distribution) Rules.” The amendment, which came into effect on May 31, 2023, mandates all publishers of online curated content displaying tobacco products or their use to comply with strict anti-tobacco measures.
Emphasizing Health with Compelling Anti-Tobacco Health Spots
As per the latest rules, every online content platform must display anti-tobacco health spots lasting a minimum of thirty seconds each at both the beginning and middle of any program. These spots will serve as powerful reminders of the harmful effects of tobacco use, encouraging viewers to rethink their choices and prioritize their well-being.
Informing Audiences with Prominent Health Warnings
Additionally, online content platforms are required to showcase a prominent static message at the bottom of the screen while displaying tobacco products or their usage during a program. This health warning will further inform the audience about the dangers associated with tobacco consumption and encourage them to make informed decisions regarding their health.
Impactful Audio-Visual Disclaimer for Greater Awareness
Furthermore, to increase awareness about the ill-effects of tobacco use, a compelling audio-visual disclaimer, lasting a minimum of twenty seconds each, must be displayed at the beginning and middle of the program. By delivering critical information through both auditory and visual means, the initiative aims to resonate with viewers and reinforce the message against tobacco consumption.
Collaborative Implementation through Inter-Ministerial Committee
All compliance with the Amendment Rules, 2023, will be overseen by an inter-ministerial committee comprising representatives from the Ministry of Health and Family Welfare, Ministry of Information and Broadcasting, and Ministry of Electronics and Information Technology. This collaborative effort ensures effective implementation and monitoring of the new regulations.

The Minister of State for Health and Family Welfare, Prof. S.P. Baghel, highlighted the importance of these measures during a written reply in the Rajya Sabha. The government firmly believes that these new anti-tobacco warnings on online content platforms will play a crucial role in reducing tobacco consumption and promoting a healthier lifestyle among the citizens of India.
